Attach - Attach tells cricut to cut exactly as you have it in design space. You will only have one color of vinyl on the mat at a time, so you also only want to attach one color at a time. If you attach all, your entire design will cut in one color. Select all the Blue, Attach. Select all the red, attach. Etc. Then all of the blue items will cut exactly as you have placed them in your design, and all of the red items will cut, etc.
Weld - Weld is primarily for script, or cursive, text. Although you typed your text into one text box, Cricut reads each letter as it's own separate item. Weld will make your text one item, so that the machine does not make cuts between the letters, but instead cuts it all as one piece. Weld cannot be undone once you close your project, so be very careful using it for designs that are not text, unless you are absolutely certain you will want them to always be welded as one piece.
Weld is also useful when trying to slice, as you can only slice with two items selected. (If you are trying to slice text from a shape and the slice button is greyed out, it is most likely because your text is not welded, and every letter counts as it's own item)
Flatten - Flatten is for print then cut. Text must always be flattened to a shape for print then cut, unless you want each letter cut out individually. You must add a shape behind the text, then select the text and the shape and choose flatten. Then the machine will print the design, and cut just the shape.

Not shown above:
Group - Group is only for use in design space, it will not change anything in how the machine cuts the design. Group items together to make them easier to move around the Design Space Canvas. Group will not keep items in place when the machine cuts, for that, you need to use Attach.
While Attach, Weld, and Flatten are still the basics, the new Combine menu has a bunch more options as well, here's a closer look at those:
